Meet Our Law Enforcement Risk Control Rep
ICAP recently welcomed retired Police Chief Mike Tupper to the role of Law Enforcement Risk Control Specialist in the spring of 2025.
Mike worked for thirty-two years as a police officer for three communities in Iowa and served as a police chief for twenty of those years. After 13 years in the role, he recently retired as the Police Chief for the City of Marshalltown.
Mike has a BA degree in criminal justice. He is a graduate of the FBI National Academy and the Northwestern University School of Police Staff and Command.
Mike can assist local law enforcement agencies with policy provisions, onsite training, organizational support, and more. Agency representatives are welcome to contact Mike directly via mike@icapiowa.com.
