LE Training: Active Shooter Response

In an era of evolving threats, law enforcement response to active shooter situations must go beyond just tactical speed—it must be legally sound and highly coordinated.

Active shooter responses require law enforcement to prioritize immediate engagement of the shooter to prevent further loss of life over rendering medical aid, legally justified by the ongoing threat. Officers often act under the "objective reasonableness" standard, necessitating rapid, sometimes deadly, force to neutralize threats, with training focused on swift intervention.

Join us as we host Kevin Techau to discuss legal issues surrounding active shooter response. We have two sessions (May 19 or May 21), with the same content. Both sessions run from 1:30 pm-2:30 pm. Please choose the session that works best for you.

If you are unable to attend the live session, email Mike Tupper at mike@icapiowa.com. He will send you the training slides and recording.

LE training: Prison Rape Elimination Act (PREA) and Liability

The Prison Rape Elimination Act (PREA) creates legal and financial liability for correctional facilities that fail to comply with its standards for preventing, detecting, and responding to sexual abuse and harassment. Failure to comply can result in reduced federal funding and significant civil liability for the agency. PREA compliance is mandatory for facilities, and its standards create specific legal obligations for agencies, their staff, and contractors.

Hopkins & Huebner, P.C., will join us to discuss PREA and how correctional facilities should address PREA requirements.

LE Training: Law Enforcement Co-Responder Programs

Join ICAP and our guest speakers from the Marshalltown Police and Community Team as we discuss co-responder programs. Law enforcement co-responder programs pair behavioral health professionals with police officers to respond to calls involving mental health or substance abuse crises. These teams de-escalate situations, connect individuals with services, and can prevent unnecessary arrests or hospitalizations. The goal is to use the expertise of both law enforcement and social service professionals to provide the most appropriate and effective response to community members in need.

The Marshalltown Police Department partnered with YSS of Marshall County in 2020 to implement a co-responder program. The resulting program dubbed MPACT (Marshalltown Police and Community Team) has transformed law enforcement services in Marshalltown.

ICAP LE training: Use of Force & Suicide by Cop

Law enforcement use of force refers to the physical effort used by officers to compel compliance, maintain control, or protect themselves or others. It's a spectrum ranging from verbal commands to physical restraint and, in extreme cases, deadly force. Use of force is governed by policies and legal standards, with the primary goal of achieving compliance while minimizing harm. Suicide-by-cop is the term used by police officers for incidents in which an individual, bent on killing himself, forces the police to use deadly force. This webinar will provide an overview of the legal challenges surrounding these complex issues.

LE Training: Reducing Overdose Deaths & Legal Liability for Jails

On Tuesday, October 7, from 1:30-2:30 PM, ICAP will sponsor a special law enforcement session to discuss overdose deaths and the potential, related liability for county jails.

Opioid overdoses are a leading cause of death in the U.S., and individuals with substance use disorders can end up in local county jails. Overdoses and related symptoms in jails can lead to related liability for member counties.

During this one-hour webinar, Dr. Margaret Kirkegaard of Health Management Associations, a healthcare consulting organization not affiliated with or endorsed by ICAP, will review substance and related approaches to handling for county jail officials.

Iowa HHS offers a free technical assistance program for county jails in Iowa to enhance their management of substance use disorders and expand access to MOUD. Benefit from personalized support from a team of experienced correctional health and substance use disorder experts.
