Bill Peterson, Director of the Iowa State Association of Counties, has served as an ex-officio member of the ICAP Board of Directors since the Iowa State Association of Counties (ISAC) endorsed the Pool in 2001. He has held a variety of positions within ISAC, dating back to 1979, and has been ISAC’s Executive Director since 1995. As Executive Director, Bill hires and oversees ISAC’s staff members. He is responsible for ISAC investment, finances and budgeting, and he specializes in issues related to personnel, compensation, benefits programs and home rule.
Bill was born in Estherville and attended Newman High School in Mason City. He served the United States Air Force from 1969 to 1973, at which point he enrolled at North Iowa Area Community College in Mason City. Bill went on to receive his Bachelor of Arts Degree in history from the University of Northern Iowa and his Masters Degree in Public Affairs from the University of Iowa.
